Department for Environment, Food and Rural A昀昀airs (DEFRA), the Animal and
Plant Health Agency (APHA) and other agencies to ensure e昀昀ective monitoring and
reporting procedures
SCPHA continue to implement the evolving
checks required by the Border
Target Operating Model (BTOM), as well
as enhanced checks in response to new or
emerging public or animal health issues.
SCPHA has developed the sophisticated Port
Health Interactive Live Information System
(PHILIS) to track vessel arrivals, record
health checks, manage correspondence and
process imports as quickly as possible. This
is outsourced to the majority of Britain’s port
health authorities, with ongoing support and
maintenance provided by SCPHA’s IT team. PHILIS communicates with other industrystandard systems such as IPAFFS, Destin8 and CNS Compass to exchange crucial
information electronically.
The much-anticipated next evolution of PHILIS, NEOMA, is currently being developed
by SCPHA’s IT team. This will use cutting-edge technology, such as arti昀椀cial
intelligence, to increase the e昀케ciency of port health operations and cut down on
waste.
